"All men are created equal" means that, in the eyes of the law, everyone deserves equal treatment. So if you and I commit the same transgression against society, you and I deserve equal punishment. Likewise, we deserve equal protection from having our rights infringed.
This does not mean that the government has to stand up for your right to have your dick cut off and replaced with a cyborg vag, because at no point have you ever had the God-given right to do that to yourself.
