Parents who give their kids a smartphone and then wonder why their kids end up twerking for some pedo Youtuber, should be held responsible. If the gov't had age limits on the internet, then we can start blaming parents for their kids doing stupid shit on the internet because they shouldn't have allowed them on there to begin with.
Think of it this way. Let's say I have kids and decide to show them my entire porn stash, including the more hardcore anal tearing stuff. Is that illegal? Should it be? If it is, then why is it ok to let them on the internet when they have access to worse stuff?

No it doesn't stop them, but it might discourage parents from allowing their kids unfettered access to the internet, if they knew there was consequences.
How can a kid get a smartphone without their parent's consent? It's not like they have a credit rating or would be able to afford the monthly payments without a job. So it comes down to the parents, plain and simple. Target them with laws that prevent them from allowing their kids the ability to sext and do otherwise stupid shit that will haunt them the rest of their lives.
