It is not legal to use the threat of harm for leverage.
To put it simply:

If you witness a crime, it is legal or required for you to report it.
Yet:
>hey buddy, I saw you committing that crime, you better do what I say or I'll report you to the police
that is not legal, even though reporting a crime is legal.

If you someone you know is having an affair, it is neither illegal to have an affair nor is it illegal to let their partner know.
Yet:
>hey buddy, I know what you did, you better do what I say or I'll tell your spouse
that is not legal, even though both actions are perfectly legal.

To write a report on somebody's public comments is legal, to publish the name of the author is also legal.
Yet:
>hey buddy, you posted lots of nasty stuff under that nickname, it would be a shame if your employer found out and you lost your job. Just apologize and delete all your accounts.
