Hongkong is a bit different. There's this "US-Hongkong Policy". The US considers Hongkong as a separate country from the PRC. Plus, HK dollars are basically US dollars. 1HKD=7.8USD.
Any of these two change, economies collapse, and at the same time the PRC loses the only reliable stock market that is right in front of them.

Right of abode is a big issue. Immigrants can become permanent citizens by living in HK for more than 7 years, but the real problem is, every year, from the north, the PRC sends like 150,000 people to Hongkong, while the HKSAR government cannot say no.
