There hasn't been a coherent endgoal since the '60s. Recent history of the M.E. is basically "We thought it would be easier to control people than it actually is". The destabilization is the result of a much the much earlier "westernize the ME before the Soviets do" endgame which failed miserably due to its shit implementation and our overreaction to the invasion of afghanistan.
Then people act all surprised when there are floods of immigrants trying to escape regions torn apart by imperialism and fundamentalist neoreacitonaries.
