A very important thing to realize, is that Socialism and Statism are inexorably intertwined. You cannot create a socialist society larger than the scale of a kibbutz without using force, and a state that loves to use force, will use it to do whatever it pleases.

Actually no, The USSR started off authoritarian, and stayed that way before any communism could have been implimented, what, the Bolshevik party (lenin), tried to do was set things up to be ready by for communism by first trying to build socialism by coercion and control, they intentions were good, the end goal would have been swell, but the method, of course, failed.

The definition of socialism, being less strict and more broad then communism:

a political and economic theory of social organization that advocates that the means of production, distribution, and exchange should be owned or regulated by the community as a whole.

So as you can see, even by a definition broader then communism itself, the USSR didn't even qualify as socialism itself. it follows under it's own doctrine called 'state-socialism' or Marxist-Leninism.
