The problem with coal is the decline in BTUs per ton over the last twenty years. Anthracite makes up less than 1% of U.S. production, and bituminous is down to about 35%. Most U.S. coal is now classified as sub-bituminous.

At least in theory.The fact remains that the more work the U.S. coal industry does the less they have to sell their customers, and this will continue as long as the BTUs per ton continues to decline. Hard to see market conditions that would allow a market for lignite to expand. The U.S. coal industry has nowhere to go but down.
As an aside, the People's Republic of China has at least as much coal as the U.S. Interesting how much they import from the U.S. and Australia.
