Aren't their qualifications and powers rather limited compared to judges, like they don't need law degrees and can run summary proceedings but can't preside over jury trials? Also, they're hired rather than appointed or elected.

Depends on the jurisdiction I think. In some provinces of leafland they're appointed, in others all judges are formally justices of the peace. Pretty sure in Canada they've all had to pass the bar exams, so it's not like some politician's cousin the cosmetologist can be appointed at random. I hope.
