Read the bill. It makes no attempt to define "Russian propaganda" and creates zero oversight for the "Center for Information Analysis and Response." This essentially makes it legal for the United States government to look at literally any news story it doesn't like, say "that's Russian propaganda" and draft and disseminate propaganda fitting a counter-narrative. While the bill specifies that the counter-narratives must be "fact based," this language is neutered by the complete lack of oversight in the bill. This bill essentially creates 1984's Ministry of Truth.
You can't believe any news anymore. The best you can do is regularly consume news from a wide variety of sources, both liberal and conservative, both mainstream and fringe, and make up your own mind as to which sources, if any, are truthful on any given subject.
