It's because Western public schools are largely a babysitter for a dual-household workforce.

Because everyone has to go to school until age 16 so you have to dumb it down so the dumb kids can pass.
In my opinion, education up to 16 should be primarily cultural and historical, plus some things to help you get around in society (like basic math) and then it should become more specialised after that
