TL;DW: Basically, Western Powers (America) keep making promises and deals with N.K. despite N.K. constantly not upholding their ends of the bargains because said powers do not really do anything to effectively punish them (in fact, they immediately make new deals with N.K. right after the previous one falls through). These deals are typically that N.K. promises to behave and Western Powers will give them aid, like food. Unfortunately, this relationship history is equivalent to a dumbass mother never punishing her spoiled sociopathic selfish son. Also, another major problem is that China wants to maintain a buffer zone (Communist N.K.) between it and S. Korea and Japan (Capitalist Secular Countries). Hence, why China puts up with N. Korea's shit.

I think it's probably because we want to keep East Asia in a state of dependence. China would rather win over SK and Jap, but NK is crazy enough to keep our capitalist allies on edge enough to allow tens of thousands of troops to stay there.

Well, it goes without saying China and America are connected to the hip because of their economic relationship (America's Double-Edge Sword Debt to China). Both parties want to keep the other happy and not get into a war with each other. At the same time, China has a defense pact with N.Korea... so yeah... Draw your own conclusions.
