Determinism is degeneracy. You could argue that murderers and rapist are not liable for their actions simply because they have no free will.

Internally perhaps, but social institutions and laws are still designed around free will and your decision process has to take that into account. That still doesn't mean free will is a real thing, but regardless of it if is or not you have to treat it as if it is otherwise the legal system falls apart

Rapist and murders were only every going to choose to rape or murder because they are evil, not because they were coerced, so they are still responsible for their actions.

As for what you've said OP. There is no way of knowing if things are determined or not. The case for free will is not strong though.
