The Civil War isn't gonna be caused by dumb-ass modern politics, it's going to be caused by dumb-ass modern economics. You have to realise if the FEDs stepped in with the military to stop rebellions in multiple states it would loose legitimacy in the eyes of most US citizens, doesn't matter if they are Democrats or Republicans.
