Is there a downside to bicameral? I think the way we do it in the US provides for a nice array of balance of powers (assuming State-appointed Senators again).

Direct democracy is unicameral.

Bicameral. Upper house like the house of lords, and lower house like the Commons. Lord's are appointed from aristocratic intelligentsia upper class.

As Executive Orders and administrative rulemakings are sort of like laws and are given the force of law, that argument has some merit.
