Speaker of the general assembly for something like 30 years. I'm addition to that, He is state chairman for the Democratic party for almost 20 years.

He controls what bills are brought to the floor of the general assembly by chairing his own Rules Committee. If it doesn't pass that committee, it doesn't go to the floor for a vote.

Being chairman of the Democratic party here means he decides which candidates get his backing and Democratic money. So if a representative doesn't vote for him as speaker, they get $0 from the democrats. Can't vote him out because his district is gerrymandered so much that there are no Republican voters in his district. He runs unopposed. He has also hand picked most of the judges around chicago.

On a side note, He is partner of a law firm in Chicago that makes its money from lowering property taxes for people and businesses. So he has no reason for any real reform. For that because it will hurt his pockets.
