"Richer" culture is subjective. How do you even measure the richness of a culture?
China has a longer history that much is fact. Beyond that it's hard to extrapolate anything else.

Neither of these countries can really be said to have a unique modern culture. All of east Asia pretty much has a shared culture. They all watch each other's TV shows, cartoons and movies. Japan and Korea are the leading producer of popular TV shows. Korea is the leading producer of popular movies.
If you're talking about food, China wins. If you're talking about the fine arts and performance art, then I think China wins over Japan by a margin.

But it's a pointless distinction I'd say, because of the intertwined history of all the nations. A lot of Japanese culture originated in China.

I have to agree on this point. The Japanese cultural aesthetic of respecting nature and the natural order is a major point in their favor. Part of why their cities are so densely populated is because the Japanese went to extreme lengths to preserve their farmlands and natural wildlands.
