"Free".

Transit systems in Ontario often allow members of the Canadian National Institute for the Blind to ride for free (or allows the sighted person accompanying them to ride for free), but those are people who likely would drive if they could and it isn't something mandated by the government. It's the same as giving seniors/students reduced fares or children below a certain age riding for free.

That said, we did have a public transit tax deduction under Harper.
