What's the difference between identification papers and state ID because I don't see any difference between them.

There's actually no difference except that you didn't had small ID cards back then like we do now so you had bigger IDs to go by.
Also the only reason people bitched about the old but not the new is because the germans did the identification papers and when they lost the United States just stole the idea from the germans and just changed the term into state ID instead and no one is the wiser.

It is against the law to not have your state ID on you today's times so it's only fair that those back then that didn't had their identification papers were in trouble with the law.
Besides alot of jews back then refused to carry their identification papers so obviously they were arrested for not following the law.
