Look at history, and take a good note of how things often go:

>everyone is nigger tier
>suddenly, a small group of savages gets taken over by some nutjob who slaughters half his own people for being dumb pieces of garbage, later he is considered legendary leader of that nation and idolized
>the population grows healthy and more organized as result
>the unorganized tribal community gets organized
>now, it's one decent tribe surrounded by shit tier tribes
>the surrounding tribes see what is happening, and that it is correct to do, they imitate the primary tribe, but are assimilated due to proximity
>the tribe is now a proto-state
>they start exploring their surroundings, and assimilating and conquering more barbarians
>they're now a island of civilization surrounded by savages (look at the maps of the ancient world, or more recently, precolonial Africa)
>take note, this civilization by modern standards is still nigger tier, they just make a couple of neat buildings and had a handful of wiseass dudes, but compared to their neighbors they're god tier
>marriage customs, proto-eugenics etc spread as surrounding peoples see their goodness
>more states appear around the first one, one often destroys it and assimilates
