Civic-nationalism is a front for ethno-nationalism; civic-nationalists think that it will only work under ethno-nationalism, where cultures are "equal but separate." You don't. Civic Nationalism is a inherently flawed political platform because it assumes any racial group will drop their tribal tactics and unite under an ideology ala Warhammer 40k. It was be easier, more cost-efficient, and more practical to make your own nation than it would be to fix the cultures of different racial groups and unite them under one banner.
