Tariffs protect and encourage domestic industry, meaning more available jobs and higher pay for the citizenry. You don't have to pay more for shit unless you have some particular product you need to buy from overseas. It's more about asking what the economy needs to do better because different types of people are going to spend their money differently. At the extreme ends of the spectrum, the rich are going to invest their money and the poor are going to either pay debts or buy stuff.

If the country needs more capital investment then it makes sense to cut taxes for the rich. If the country needs more economic consumption, then it makes sense to cut taxes for the poor.
