Google the "Snake River Plain". The Snake River Plain is what was created by the Yellowstone Hotspot as it erupted periodically as the North American Plate moved over it. It is the reason that the moist air can travel all the way from the Pacific to Yellowstone without releasing all its moisture when it hits mountains (like it does at the Cascades and Rockies).

I'm not a climatologist, but that is what we know so far. The Snake River Plain is basically a natural conduit cut through those mountain ranges. I suppose if you removed the Cascades, then it would allow for more rain out east. But removing an entire mountain range like that (which is outside the scope of current human ability, I might add) would undoubtedly have other major and unforeseen/unpredictable consequences.

Myself, I think I would just dig a deep well, build a house out of reinforced concrete, make sure to have central A/C, and call it good if I did move to eastern Washington.
