If lets say the government would give all homeless small spaces with showers to clean and a bed..think dorm room. Those with drug issues would get help as would those with mental issues.

I help two different denominations churches and a santeria temple with their social programs I've seen cases like yours. Even if you're an atheist look for some help in churches. They will certainly get you a job or will find someone to pay for studies, etc.
