As we know from history this can only bee achieved through small nation-states that are not absolute in power but are literally to serve the people and to uphold the virtues of the west. Now, for example, you have the United States. Now imagine that every single state is completely homogenous, I am talking 100% German, 100% Polish, 100% Japanese, 100% Egyptian, etc. these states would have no socio discrimination within themselves and thus the only thing left for the populous to use to discriminate and hate each other would be economic status (Which is much easier to tackle in a free market). Then, these states would have to form a "Loose Union" kind of how the founding fathers intended that way all of the livelihood of the states can be ensured to prosper economically, while also giving security from foreign invaders.
