It's more poor economic policy then math for Illinois.
The primary problem is the law was written in late 70's early 80's when growth and inflation were around 7-8%.
They wrote that at a minimum the pensions would increase by 3% every year.
We've had 0-.5% growth since the recession but pensions have been increasing 3% every year.
The difference between the 3% pension increase and low growth in both Illinois and the country has led to the huge difference between available funds and pension liabilities.
You also have to add the fact that these pensions enable commpanies like blackrock to make money by just reordering and restructuring debts.

If our government was smart, they'd be able to recognize the issue and negotiate with the unions and pensioners.

Deflate the pension 2% under economic growth has the possibility of balancing out--but it's probably too late now. Needed to happen back in 2015.
