IMO like most things in GoT, he's loosely inspired by real world ppl/events.
He's not a direct allegory, he definitely seems like a cross between The Wandering Jew and Machiavelli.
George RR Martin said he starts w/ inspiration from the real world and then the character becomes its own thing. So it's not like he would be struggling to make him fit in perfectly w/ how The Jew is IRL.

The Braavosi isn't meant to resemble the jew physically, but in ethics and actions, yes. Besides, it's mostly just house Baelish. Braavos to me seems more like Switzerland with how people use the big bank there as an offshore bank account type place.
