Aristocratic or noble power is derived from the lands they rule as it is based on farming primarily, these lands are inhabited by people which they want to keep safe so that they can keep generating profits for them. Keeping the peasantry happy, and safe from invaders therefore is the best way forward.
Townspeople's power is derived from the wealth they mainly game from things like trade, which requires free movement of goods, desire to maximise profits means having more and more freedom to trade and being able to move labour around means they can also make products cheaper due to wage compression.
