The issue is that Trump just doesn't really understand policy minutiae and he doesn't seem to want to. He thought being President, the head of the Executive branch, would be comparable to being a Chief Executive in a privately owned company (where you're accountable to no one since you alone own the company).

Republicans want to repeal Obamacare but they don't personally have anything to replace it with. Obamacare was a jerry rigged version of Romneycare, which was the conservative thinktanks' golden child for healthcare policy.

None of the GOP want to go back to Lodge Practice cause that might deprive their insurance company lobbies of extra dosh from the middle/uppermiddle class workers buying insurance.

The issue is that they CLAIMED they had something better but that something better also actively goes against the insurance lobby.
