Your only chance at making Canada's equivalent of Eastern Europe self sufficient would require offshore banking similar to Jersey and Guernsey. Power is far too expensive so manufacturing is out. Pulp and paper mills are all mostly closed. Separatism would end Federal shipbuilding contracts. And the population are lazy and unmotivated.

Atlantic Canada is Greece.

We have farms all over the provinces.
Imagine if we deregulated and isolated.
No paperwork to become a farmer or a fisherman. No paperwork to sell lemonade.
No paperwork to sell liquor.
No paperwork to cut down trees.
No paperwork to go hunting or to raise deer or duck.
No paperwork to harvest materials from the ground, to make concrete. No carbon emissions tax. No green tax No tax at all, save the bare essentials.

Once the economic boom happens, we start with sensible policies. We put restrictions and tariffs on international trade; we make it benefit us ALWAYS, and the Chinese never.

Then we can socialize, and build churches and community centers and beautiful houses.
