Your only chance at making Canada's equivalent of Eastern Europe self sufficient would require offshore banking similar to Jersey and Guernsey. Power is far too expensive so manufacturing is out. Pulp and paper mills are all mostly closed. Separatism would end Federal shipbuilding contracts. And the population are lazy and unmotivated.
