Items like that are novelty items. Back when computer editing first became a thing there were actually mail order places you could send in family photos and have them placed on fake covers of magazines.

Trump is just an old man, so a decade or two just feels like an afternoon for him. So in 2009 it still felt like 1989 was just yesterday, so he probably thought it would just be neat, asked one of his younger 'whiz kid employees' to photoshop it up as a novelty item to hang in his own personal establishments.
