You don't because it's not a form of government. It's just a policy concerning ownership. If you have a social state then the state's job is to enforce that no non-worker can own means of production. And the state itself can be whatever you want from a despotic monarchy to a democratic republic.

An economic model where the workers own all means of production and democratically control them. This democracy doesn't have to be accomplished in the common "democracy" as to most of the countries are used to but can be achieved trough different forms, the important thing is that the workers control the factories and industries and not the capitalist owners

The economy can be central planned where the government exists that plans it but the government has to be controlled by the people, or it could not be planned where worker unions exist and decide for themselves internally.

In the most broad sense it is just an economic model where workers own the means of production, anyhow

it's economic slavery.
