Why

Bunch of reindeer niggers that are in minority everywhere where they live. That purple area is throughoutly inhabited by Finns and Swedes. Finnmark in Norway and some Swedish villages are the only ones with Sámi majority I think.

Well, Finns and Lapps aren't really that different. Those people in the north are just Sami people who gradually started speaking Finnish (or Swedish). The entire Lapland in my scenario will be a Finland-controlled/influenced state. Same with Estonia.
