The proposed panel wants to use the 25th amendment to remove Trump. The problem? They need vice presidential support. Also, they'd need the support of some Republicans, since they neither have a majority in the house or senate.

Also, if they actually succeed, we'd have a President Pence. Not sure how much they'll like that, since he's more intelligent that Trump and would succeed in areas where Trump has failed.

Congress could remove him, if the House impeached him and the Senate convicted him.

Trump doing things they don't agree with does not constitute the INABILITY to discharge his duties. In fact, the fact that Trump does things they don't like refutes the very premise, because he is ABLE to to discharge his duties.

Now, if he is failing to discharge his duties, or is committing crimes, that falls under the umbrella of impeachment.

The obvious intention of Amendment 25.4 is to prevent a situation like Woodrow Wilson, where he stroked out and his wife was basically the acting president. Had this amendment existed then, they could have forcibly removed him from office.
