Personally, I would just get the U.S. to join the Commonwealth. Congress would have to pass a bill officially recognizing the Queen as head of the Commonwealth on our end, and the Treaty with the Commonwealth would have to be ratified by the Senate. We already have separate agreements with Anglo nations outside of NATO and the EU.
