His number one motivation has always been himself, in particular his quest to become immortal. This is why he spent time and sacrificed a large part of himself in order to create seven horcruxes. The death eaters are indeed authoritarian, hierarchical and obedient but that is because JK Rowling honestly isn't very creative and those are attributes typically associated with evil.

A better match with Hitler would be Grindelwald, whose prime purpose was the purification of the wizard race. This will probably be the focal point of the upcoming four 'Fantastic Beasts' movies.
