Fucked up laws, bad budget. Taking out funding in education to raise prison budget. America is more focused on stopping crime than preventing it. Outlawing drugs that were ingrained in society for a while. Media focused on bad things and giving too much details on crimes. Influencing copycats. 2nd hand information is too rampant.
