Let's say... You seize full power in a modern country (Western Europe or Northern America) and you want to build a system to eradicate a genetically targeted minority of the population.

Assuming you will never be bothered by international sanctions or foreign intervention, how do you proceed ?

Logistic ? Killing method ? Human ressources ?
