Democracy means 'rule by the people', if the rulers are largely chosen by the people then you live in a democratic society. There is no 'democracy' in the same sense as there is a 'Republic'; in an ideological clearcut sense. The US is not a democracy, the people are not represented and anyones vote simply means fealty to the state.

Democracy is just a way for the ruling class to take away any pretext for challenging their rule. All they need to do is pull a few levers to funnel votes/put the right candidates/obstruct/bribe/etc and they still get the result they want while maintaining the illusion of legitimacy that makes revolution impossible. Even with Trump, when all the standard shuffling tactics failed, they still put him in a position where he's more or less forced to be a token neocon asshole to get anything done.

Just picture trying to elect a government in the super democratic United States that would be conciliatory, hell neutral towards Russia, say a Rand Paul minded government. It's physically impossible.
