We pass laws on top of laws on top of laws modifying laws for ancient laws all the time.
If you want to remove a law, you have to write another law saying the original law still exists but it's no longer valid.

Laws are based on absolutes. But life doesnt work in absolutes.
The Israelite started with the 10 commandments.
a set of laws that should be able to handle any situation (according to God) but people "if" and "but" their way towards 613 laws.
The old immigration laws didnt cover all situations so they need to make more to fill the gaps. The issue though is that the system becomes so bloated that you wont be able to do anything in the system (in this case, emigrate to the US)
