Actually, government assistance should be almost entirely predicated on the recipients working. It's the ones who live in government assisted housing and sit around all day who are the problem.

They should be paid a living wage so they don't have to depend on gibsmedats. I'm not in favor of raising the minimum wage. I think taxes should be lowered instead so that poor people can take home more of their money. Abolish sales tax, Socialism Security tax, Medicare tax, and most excise taxes, and you'll be well on your way to rebuilding the middle class. Offset the decreased revenues by pardoning all prisoners in prison for victimless crimes.

It shouldn't be predicated on anything because it shouldn't exist. Stop trying to "fix the system" and just throw it out entirely. Government isn't the solution to the problem. It IS the problem.
