That's a shitty excuse, Paris of today has been built during the IInd Empire (so 1852/1870).
Also we lost so many gorgeous historical centers during the two WW it's kind to painful to think about it, my entire city has this fucking commie block architecture from the post war.
London is better structured than Paris though, it's more at human scale, there is too much concentration in Paris.
