The reason they're currently in decline (and will most likely continue to be for a minimum of a decade) is because the world got into a Depression in the last decade. Now, there are administrations around the world who very skillfully delayed it inside their countries (the US through the Fed, Northern Europe through the EU, China's artificial real estate sector, so on) while everyone else pretty much sank into either stagnation or straight up decline (Russia, Southern Europe, Northern Africa, Southern America, etc).
The reason for that is because you can't get out of the depression exporting olive oil. Southern Europe simply has nothing special to offer. It doesn't have a geopolitical power, it has a minimal influence on the EU, it doesn't have a specialized industry or any rare resource - nothing. Even the immigrants don't want to stay there. Why would employment or wages rise in such a region when the businesses can simply be established in Northern Europe instead? And they do exactly that, with unemployment for the 18-25 age group currently being around 50% if I'm not wrong. Yes, about HALF of the young adults there are not employed and live with their parents. If this is not a depression then I don't know what is (and again, let me remind you that this is not the EU's fault, it's just that the region is shit and currently can't solve its own issues)
But don't be too happy for not being born there because the rest of the world can't keep the bubble up forever either. Whatever's happening in Southern Europe will soon happen in the West. It's a lot like a disease that spreads and managed to infect SE first, but they will also be the first to find the solution to it and cure themselves of it (probably along with Russia) while everyone else will lag behind.
