Also the Soviet Union could not have continued a major war without outside help and Germany had supply trouble the entire war. Without US lend lease Soviet troops would have ran out of supplies at the front and there would've been food riots in Soviet cities by 1942. If you're going to war on moral reasons you shouldn't cherry pick when and who to declare war on. Don't make commitments you can't or don't want to keep. But realistically you're right. I think Chamberlain declared war because he felt he had to, and by the time the Soviets invaded he realized this was going to be bigger than he expected and he didn't want war anyway.
The German motivations behind the Molotov–Ribbentrop Pact still baffle me, I don't think the Germans meant it to be anything other than a way to bide time and continue building their army.
