I agree with the sentiment but bmi is a shit indicator of health. It makes no distinction between weight from muscle and from being a lardass. Body fat percentage would be a far better indicator of what should be allotted.

There's a few different ways, most common being the use of calipers by pinching fat in different areas, but most ways can be wildly inaccurate. The most accurate way is to get a machine reading (there's a couple different methods), but it is prohibitively expensive to the point that most people don't bother. Think $100 to $300 range per reading. At that cost it probably wouldn't outweigh the decreased payout.
