If you put an object near a heat source, and let the temperature of the heat source vary, the first object will heat up regardless of the minor variations.

The TSI doesn't account for the fact that there is still a constant and intense heat source that the earth is always being exposed to. Eventually, its going to warm up, even with small variations.
