It's just one of those black boxes they have that detects your wifi and downloads the list of which NIC MACs have been connected to it.

It might also be downloading the list of places you've been from your cell phone.

They even fly those fucking things way out in the middle of nowhere southern IL--you will see a brief blink of another wifi connection available as it passes over.
