Terrorism IS "part and parcel" of living in a modern country.

It's because the state has no power to realistically stop all terrorism or low intensity conflict. They're instead trying to normalise it, as its existence undermines the states power.

Political parties on both sides of the aisle are pushing authoritarian, repressive policies, especially regarding the internet. This iss because the state is losing its grip on power - it already can't protect its populace, so it engenders no loyalty from it.
Extremism in all faculties of life is on the rise as low intensity conflict takes over from weak and ineffective states.

Why are states unable to deal with it?
Nukes and the media.
Nukes make modern conventional forces almost obsolete. And the media and PR means competent, advanced armies like in the west appear to be bullying little states - at best they win decisively and quickly and suffer the lesser of two evils; dragging conflicts out only makes things worse for large state players as their justifications lose meaning over time.

The future is low intensity conflict. It's already well underway across the globe, and it is already starting to spill into the west.
USA is likely to be first, due to demographics and not having as strong a cultural heritage as Europe does, but Europe is close behind due to its moronically suicidal policies and soft liberal demeanour.
Japan will likely outlast the west due to its racial and cultural homogeneity, but even there the slavish devotion to making money undermines society as it does in Europe and the west.

States still possess armies though, and they will not go quietly into the night as people start to defend themselves due to the states inability to.

Only states that prepare and adapt for the changes that are coming will survive with some semblance of their original selves intact.

The low intensity conflicts will divide along racial, religious, ethnic, social, economic, criminal, and even territorial lines.

The stuff we have seen at Berkeley etc, the rioting across the western world, even Syria - it's the rise of Low Intensity Conflict as the new method of warfare.

ISIS seems to have actually acquired a headstart as they have recruited without borders across demographics, and carry out violence and destabilisation nearly at will.
State parties can only contain them, some attacks will always slip through.

It does mean though that we will likely observe in the future, multiple independent non-state actors emerge across the world, to fill the void left by states, especially regarding protection, both physical and ideological.
