Technically speaking, you could make the argument that any rule or law is arbitrary and outdated. It's illegal because most people would agree that the act disgusting and goes against most religious values (unless you're a Muslim of course). There can be no procreation from such an act, and the risk of contracting diseases that spread to other people is ridiculously high.
