Positive externalities (benefits not paid for by all the consumers) are almost never compensated in reverse.

This is a minor regulatory issue that is currently on a more libertarian system. National socialist and Marxist doctrines of economics have a more top down approach to externalities but require larger governmental beurocracies to function.

When you are employed you are involved in the transaction (between employer - employee) so any adverse effects to your health are not "externalities". An externality is a force that is either directly or indirectly applied in regards to profit margin, or more traditionally, production itself. If it said something like "why is (insert greenie cleanup company) having to foot the bill to clean this up!" then even that would be borderline incorrect.

It looked up the first search result on Google (Wikipedia, which definition is actually incorrect and has been a point of ridicule regarding how incorrect Wikipedia is on anything technical) with no actual idea what it is talking about.
