Let's recap, it is 12 May 2015, there is no migrant crisis yet. The number of arrivals to Greece was 30,000 from Jan 1 to May 12 in 2015. High, but manageable.

All that go to Kos are then smuggled off the island in ferries by bribing Greek officials, there are NO coordinated Greek government ferries of migrants to the EU mainland yet. Hence, no problems in Germany.

Last year, both Algeria and Egypt adopted visa requirements for Syrian citizens, adding an administrative hurdle to refugees fleeing Syria's protracted civil war.
'Evolution' in migration routes
Frontex says it is also seeing evidence of African migrants avoiding Libya. Usually this means catching a flight to Istanbul before crossing the Aegean to Greece.
"It's a phenomenon being watched with great interest because it could point to an evolution in routes of migration," Fabrice Leggeri, Frontex Executive Director, told the French financial newspaper Les Echos.
It seems likely that if European leaders go ahead later this month with plans to disrupt Libyan smuggling networks, even more migrants will switch routes.
"If there's a military operation in the vicinity of Libya, that could change migration routes and tilt them towards the east," Mr Leggeri said.

Early Ausgust - July has seen a massive 50,000 influx of migrants amid the Tsipras decision to not register migrants on islands and process their applications there.

Greece essentially enitrely stopped complying with the law, shuttling migrants to thr EU mainland in ferries.

Smugglers start a massive PR campaign across the Middle East and Africa that now is a window of opportunity yo get to Western Europe.

The organisation's European Director, Vincent Cochetel, said facilities for the refugees on the Greek islands were "totally inadequate", after more migrants arrived in Greece in July 2015 than in the whole of the previous year.
Greece's EU partners must do more to ease the burden, he said, but Greece must "lead and co-ordinate".
"On most of the islands there is no reception capacity, people are not sleeping under any form of roof. So it's total chaos on the islands.
"After a couple of days they are transferred to Athens, there is nothing waiting for them in Athens," he complained.
Greek Prime Minister Alexis Tsipras said the problem "surpasses" Greece's abilities, and that his country's economic problems meant it was facing a humanitarian "crisis within a crisis".

September 2015 - th smuggling and ferrying to the EU is in full swing. Greece only cares about helping smugglers to ferry illegals to the EU and use buses to shuttle the, to Mazedonia.

As of this morning, a total of 396,500 people have entered Greece by sea since the beginning of the year, more than 153,000 of them in September alone. The nine-month 2015 total compares to 43,500 such arrivals in Greece in all of 2014. Ninety-seven per cent are from the world’s top 10 refugee-producing countries, led by Syria (70 per cent), Afghanistan (18 per cent) and Iraq (4 per cent).

While authorities have worked to improve reception and registration facilities and operations on the islands, bottlenecks still occur. In spite of these efforts the registration process should be enhanced and fully consistent with applicable European Union norms for all arrivals. Despite daily ferry departures carrying between 3,000 and 6,000 refugees and migrants from the islands to Athens, new arrivals continue and island ports can still be crowded with some 10,000-14,000 people on any given day awaiting transfer.

Greece continues shuttling migrants amid Germany, Austria, Sweden, Denmark, the Netherlands and France trying to pressure Greecd to apply the law again. Winter reducds the influx somewhat.

1 million have arrived in Germany, 40 percent of which from the Balkan countries (Albanians, Kosovarians, Serbs, Macedonians) who used the crisis to also claim asylum and get gibmees.

The Greek government rebuked Austria for imposing the restrictions and for convening a meeting of western Balkan countries to discuss the migration crisis that excluded Greece. The foreign ministry described the meeting as a “unilateral move which is not at all friendly toward our country”.
